Elected to St Johns Ward in 1950 as a Labor candidate, Alderman Powell served across key council committees before becoming Mayor in 1956–57 and again in 1973–74.
During his first mayoralty he oversaw the opening of the Cabramatta Civic Hall, hosted mayoral balls, and presided over citizenship ceremonies as Fairfield welcomed many new Australians. He also coordinated flood relief efforts during the severe 1956 floods.
After stepping away from council in 1959, Powell returned in 1965 and was re-elected Mayor in 1973, officiating at hundreds of naturalisation ceremonies that reflected Fairfield’s growing migrant community.
