The Civic Centre at Fairfield is so overcrowded that the council's chief draughtman, Mr Mike Buckpitt, has taken over the kitchen - he works beside a stove, sink and coffee machine in everyday use.
The Mayor's secretary, Mrs Kay Karey, has her office in an older kitcher, along with the new public relations officer, Mr Lloyd Cuthbert.
Another of the 147 council employees sit at her desk in a bare droughty corridor over a tiny square of carpet, and the engineering department has taken over the actual council chambers, complete with a photograph of the Queen and the Council crest.
