Datec. 1889DescriptionThis sepia toned photograph is of the Aldermen of the first Smithfield and Fairfield Council. There are 8 gentlemen in the photograph which was taken outside the St James Anglican Church hall at Smithfield. Written on the back in black pen is 'J.C. Wiefeel? Photography Forest Lodge.' Written in pencil is '1st Council of Smithfield & Fairfield Municipality.' Written in blue pen is 'Cuthel' and stamped in mauve ink is '5 Wilga Street Fairfield NSW 2165.' There is also a large format negative of the photograph.NotesThe first attempt at local government in N.S.W. was a section of the Constitution Act of 1842, which included provision to create district councils. In 1843 Governor Gipps proclaimed 28 district councils and appointed wardens and councillors. Due to inadequate legislation the district councils failed to undertake their responsibilities. It wasn't until 1867 that the Municipalities Act was passed which provided for the constitution of boroughs and municipal districts. In the five years following, 40 new areas were incorporated, the Municipality of Smithfield and Fairfield was not incorporated until 1889. The first election took place on Friday 15 February with many people gathering to hear the first results. John Lackey, F.A. Kenyon, Thomas Downey, David Dale, E.B. Anthony and William Stimson were all declared to be duly elected as aldermen of the first council. The first meeting took place on 28 February 1889 and Francis Atkin Kenyon was elected as mayor. G.E. Young was appointed acting council clerk.

There is an extra man in this photograph that is not mentioned in the 1889 elections.
